Maryland State Department of Education: Assistance to States for Educating Children with Disabilities—The Maryland Special Education Data Collection and Analysis System (Part C/Part B Linked Data Sets and MSDE Online IEP)
CTE collaborated with the Maryland State Department of Education (MSDE) to rebuild both part B and Part C of the Special Education Student Information System (SSIS), which Maryland uses to collect student data to meet federal and state reporting requirements. The two databases have been linked in order to provide the MSDE with the data needed to predict trends and service needs for students from birth through age 22.
This dynamic database will be populated through an online Individual Education Plan and case management system (IEP/CM) that CTE is also developing. The online student data system and the online IEP/CM system will be fully integrated to allow for the seamless transfer of student data. The online IEP is a Web-based, efficient, and user-friendly tool to support IEP development and effective case management. School districts that choose to use the system will be able to submit secure, up-to-date, and accessible aggregate special education data to MSDE, which will be able to use it to make data-based decisions to improve programs, services, and technical assistance to local school districts. While all data will be collected, archived, and used at the state level, it will also be available on the district and school levels to support policy and resource decisions.
The system will also host a complement of tools and resources that address due process considerations for students with disabilities and promote district-wide accountability for appropriate and effective service delivery. In addition, CTE will provide online and face-to-face professional development to teach educators how to use these new tools, how to use data in making decisions, and how to improve the process of IEP development.
CTE has already created an online version of the Infant and Family Service Plan (IFSP), and is currently developing and conducting professional development programs statewide to support its implementation.
