Maryland Early Intervention Leadership Academy (EILA) for program evaluation

CTE supports MSDE in offering EILA, a program for new directors and potential administrators of local Infants and Toddlers programs. Local program directors in Maryland are responsible for coordinating the interagency early intervention system in their jurisdiction and for performing administrative responsibilities required by MSDE.

In the past several years, it has become increasingly difficult to identify individuals with the training and experience to assume the complex responsibilities of this role when veteran directors vacate their positions. The underlying assumption of the EILA program is that a comprehensive approach to building leadership skills will contribute to improved outcomes for infants and toddlers with disabilities and their families. Participants are required to complete a series of online course modules and an internship. Upon completion, they receive a certificate in their associated field.

CTE is responsible for facilitating development of the EILA online community of practice, building 5 blended-format learning modules (part online, part face-to-face instruction), convening a team of content experts and guiding their work in developing course materials, identifying and training course instructors and overseeing course delivery, administering the program overall, and conducting all appropriate evaluation.
