Photograph of Lynne MainzerDr. Mainzer, who has been with CTE since 1993, is primary architect and leads ongoing development of CTE’s evidence-based instructional model, Boundless Learning, a comprehensive, technology-supported instructional delivery system that embeds several of CTE’s online tools. She currently oversees implementation of Boundless Learning in 15 schools in Queen Anne’s County, Maryland. As PI, Co-PI, or Director, Dr. Mainzer has provided leadership for many of CTE’s largest projects, including the Phase I Steppingstones grant that funded development of Student Compass Online, a 4-year Model Demonstration grant to implement the Boundless Learning system in selected Maryland schools, and CTE’s longstanding partnership grant with MSDE. Dr. Mainzer also provides leadership for a federal STAR Schools grant that funded creation of Thinkport.org in collaboration with Maryland Public Television (MPT). For the past 10 years, Dr. Mainzer has taught online and traditional courses in the JHU Graduate Division of Education, and she has 17 years experience as a special education teacher and Department Chair for Special Education and Guidance. Prior to joining CTE, Dr. Mainzer was one of the first coordinators of the nationally recognized JHU Success for All program. Dr. Mainzer earned her Ed.D. in Special Education at Johns Hopkins University in 1999, her M.S. in Special Education at the American University in 1976, and her B.A. in Sociology at Dunbarton College of Holy Cross in 1971.

Jeanne Dwyer, M.S., Program Coordinator/Instructor, Ms. Dwyer's CV
Ms. Dwyer collaborates with assistive technology specialists, special and general education teachers and administrators, technology coordinators in local schools and districts, and with the Maryland State Department of Education to identify needs and areas requiring technical assistance for implementing assistive technology according to federal and state regulations. She also designs and delivers professional development programs using online courses and electronic learning communities and conducts research about assistive technology applications for children and youth with special needs. Ms. Dwyer leads assistive technology networks and learning communities through Web-based communication and face-to-face conferences and meetings. Before joining CTE, Ms. Dwyer was Coordinator of Educational Technology at Ivymount School in Rockville, Maryland where she worked with the staff to support technology access in the curriculum. While at Ivymount, she also developed and distributed technology standards for students to be implemented into the Individualized Education Program (IEP). Ms. Dwyer earned her M.S. in the Johns Hopkins University Technology for Educators program in 2003 and her B.S. in Business Management at Franciscan University of Steubenville in 1983.

Maureen McNamara Jones, M.S. Ed., Program Coordinator/Instructor, Ms. Jones' CV
Ms. Jones serves as Project Facilitator for the federally funded project, Boundless Learning: A School Wide Model for Diverse Learners. Ms. Jones works closely with the principal and faculty at Centreville Middle School in Queen Anne’s County, Maryland to help the school prepare for the organizational change, deliver technology-supported professional development, and assist in the instructional re-tooling necessary to support this broad-based implementation. Ms. Jones observes classes, monitors teachers’ proficiency with implementation, works with the School Improvement Team, and works as a change agent to ensure that the Boundless Learning program achieves its primary goal of delivering successful learning outcomes for students with disabilities. Ms. Jones also manages the Star Schools Advance Team of teachers implementing CTE’s Boundless Learning system in several Maryland school systems. Ms. Jones is responsible for conducting classroom observations, overseeing development of content for Thinkport.org, and facilitating Electronic Learning Communities to provide follow-up support. Ms. Jones also leads development of Student Compass, an easy-to-use, Web-based data collection tool for monitoring student progress to improve the learning and performance of students with disabilities in general education classes. Prior to joining CTE, Ms. Jones was an elementary school teacher.

Dianne Tracey, M.Ed., Program Coordinator/Instructor, Ms. Tracey's CV
Ms. Tracey serves as a project manager for the implementation of a new Web-based solution, Maryland’s Special Education Accountability and Decision Support System (MSEADSS), a set of online applications being implemented in school districts across the state of Maryland. The primary functions of the software applications are the creation of student Individualized Education Plans (IEPs), and the support of individual student performance monitoring. As Project Manager for the Maryland Online IEP, Dianne currently oversees its implementation in seven school systems across the state and facilitates case management capabilities. Prior to coming to CTE, Dianne retired from Frederick County Public Schools where she served as the implementation coordinator for CTE’s web-based application and was a central office Special Education Coordinator.  She also was a special education resource teacher for much of her career gaining a wealth of background and experience in special education and technology as a teacher, technology facilitator, assistive technology team member, and educational project coordinator. Dianne holds a graduate certificate in Administration and Supervision of Schools from Western Maryland College (now McDaniel College), a M.S. in Reading Education from Western Maryland College (now McDaniel College), and a B.A. in Special Education from California State College (now California University of Pennsylvania).
