Using the grant solicitation you have chosen construct a matrix with technical requirements along the x-axis and team members who will be responsible for doing the work along the y-axis.  

After the matrix has been completed, write a two-paragraph internal logic statement indicating why your team makes sense.   Complete this in the form of a formal memo that will be sent to senior management and ask a colleague to critique your approach.
