The teachers and students who are the focus of MTC come from particularly disadvantaged schools in three major school districts in Maryland. Each of the three school districts contribute several individuals to be actively involved in planning consortium events, developing training products, participating in consortium-wide training events, and providing direct service to 21 target schools.

Montgomery County Public Schools (MCPS) has 2 grant-funded technology integration specialists for its 11 target schools.
Prince George's County Public Schools (PGCPS) has 2 grant-funded technology integration specialists concentrating on 6 target schools.
Baltimore County Public Schools (BCPS) has 2 grant-funded technology integration specialists who serve as resources teachers in 2 targeted areas of the school system. They support technology integration in 61 schools.

The participating school districts have instituted various local school and district-wide trainings and workshops, most notably the Action Research project initiative in place at MCPS and PGCPS, the Understanding by Design program in MCPS, and the Technology Integration Workshops focused on reflective teaching practices at BCPS.
